State Senator Jerry Hill announces Menlo Park resident Dan Hilberman as the 2013 winner of the 13th Senate District’s “Oughta Be a Law … Or Not” Contest at the “Java with Jerry” community coffee on Friday, October 11, 2013 in Menlo Park. Mr. Hilberman submitted the bill idea that inspired legislation enabling individuals who vote by mail to confirm that their ballots were counted. Governor Brown signed Hill’s Senate Bill 589 on September 9, 2013. The law takes effect on January 1, 2014.
