Governor Signs Bill by Senator Hill to Cut Red Tape for Deployment of Driverless Vehicles in California

SB 145 Streamlines Timetable for Manufacturers Seeking Permission to Put Autonomous Vehicles on the Road

SACRAMENTO – Governor Brown signed legislation today by Senator Jerry Hill, D-San Mateo and Santa Clara Counties, to enable the safe and more timely deployment of driverless cars.

“This legislation helps California retain its leading edge in the developing field of self-driving cars by removing roadblocks for autonomous vehicles without compromising safety,” said Senator Hill. “Senate Bill 145 ensures that when the final regulations are published for fully autonomous vehicles, manufacturers that comply with the rules won’t have to wait more than half a year to put their self-driving cars on the road.”

SB 145 streamlines the application process for putting driverless cars on the road by:

  • Eliminating the requirement for the Department of Motor Vehicles to notify the Legislature each time the department receives an application from a manufacturer to operate autonomous vehicles without the presence of a driver.
  • Eliminating the 180-day waiting period for applications to be approved.
  • Enabling regulations for autonomous vehicles to take effect 30 days after they are adopted by the DMV. Previously the law required 120 days to elapse between the date of adoption and the effective date of regulations.

SB 145 also requires the DMV to notify the public when regulations on driverless cars are published.

The new law takes effect immediately.
