MADD supporter Tom Klotzbach demonstrates how to use an ignition interlock device. He and his wife, Mary, have an ignition interlock installed on their car to show how an IID works. The device prevents the engine from starting if it detects that driver has been drinking and periodically requires the driver to provide a breath sample while driving.
Klotzbach said It took "three blows" to drive from their family home in the East Bay to the news conference at the Capitol. The couple's son, Matthew, was visting the family while on leave from the U.S. Naval Academy when he was killed by a speeding drunk driver, who broadsided the family car.
