After grappling with a $30.7-billion deficit, California lawmakers approved this week a budget that includes additional funding for child care and climate change initiatives and struggling public transportation agencies.

California’s new state budget will allocate roughly $540 million to Bay Area transit in the 2023-2024 year to help transit agencies facing financial deficits, according to state Sen. Josh Becker, D-San Mateo.

Massive forest fires. Deadly floods. Record heat waves. Historic droughts.

Over the past decade, California has repeatedly experienced the destructive impacts of climate change — “weather on steroids” — costing billions of dollars in damage and claiming dozens of lives.

Now, in what may be the largest environmental measure ever placed on a state ballot in California, lawmakers in Sacramento are drafting a $15 billion “climate bond” for next year’s elections to test whether voters are willing to open their wallets to harden the state’s defenses.

“Every resident in California should have the comfort of knowing they can afford their basic needs — the ability to eat when they’re hungry, to have hygiene products like soap, toothpaste and deodorant, as well as essentials such as toilet paper. The incarcerated community has the same basic needs as everyone else, but over the years, canteen prices have skyrocketed, making it very difficult to afford food and hygiene items.”
