California senate leaders launch major offensive to combat “triple threat” of wildfires, insurance, and utility costs

SACRAMENTO – In an era of record-breaking heat and scorched landscapes, California’s top lawmakers are launching a multi-front offensive to solve the state’s most pressing “triple threat”: devastating wildfires, vanishing home insurance, and skyrocketing utility bills.

Senate President pro Tempore Monique Limón announced this week that she has tapped Senators Josh Becker (D–Menlo Park) and Steve Padilla (D–San Diego) to lead a sweeping legislative review of the state’s climate-driven economic crisis.

The move follows the release of a landmark report mandated by SB 254, a 2025 bill authored by Becker. The report, compiled by the California Earthquake Authority in its role as administrator of the state’s Wildfire Fund, warns that the interconnected nature of fire risk and financial instability requires a systemic overhaul rather than a piecemeal approach.
